How Do You Fix the Lighthouse?

The lighthouse is a two-step quest. The first step, "Lighthouse Discovery", asks you to find a way to the Lighthouse. The second, "Lighthouse Completion", is to "find a way to repair the light in the Lighthouse and make the light rotate again." Restoring the rotating beacon fires the lighthouse-fixed-and-rotating milestone, which is what completes the quest and the achievement.
